Abstract: Precise User Equipment (UE) localization is one of the core Minimum Technical Performance Requirements (mTPR) for 6G networks under the ITU-R IMT-2030 framework, targeting sub-meter outdoor and centimeter-level indoor accuracy. Conventional cellular positioning relies heavily on Line-of-Sight (LoS) links from multiple transmission points to prevent rank deficiency during parameter estimation. However, environmental blockages often limit multi-base-station LoS availability in practical deployments. Reconfigurable Intelligent Surfaces (RIS) can serve as virtual anchor nodes to improve UE localization in coverage-limited scenarios, provided the exact spatial coordinates and orientation of the RIS are known. In practice, mounting errors, structural wear, or improper calibration can lead to RIS misplacement or misalignment. This work analyzes the impact of RIS location and orientation errors on localization accuracy using the Misspecified Cramér–Rao Bound (MCRB) framework. We derive lower bounds for parameter estimation error under model mismatch and define the allowable calibration regimes for spatial misalignment and misorientation.
