The first thing to do is to prepare a well written submission. Read the (good) papers in some IEEE publications(e.g. Journal of Solid State Circuits, Transactions on Circuits and Systems) for models to follow. You can refer to Elements of Style by Strunk and White for guidelines on the usage of language. Most conferences ask for online submission of pdf documents with all fonts embedded. See this page on how to do the conversion correctly.
